It doesn't work like that Zed.
It's easy to make it for games,because its client run.
I don't believe its possible to make one for forums
actually why not make the chatbox visible when in a forum because like go in a forum and it dissapears only on the homepage

Maybe make something that gives a key.
Then make an application to put the key in, type what you want, and it will scroll over the top of peoples screens if they have it up. Maybe add more benefits to keep people wanting to keep the application up.

The chatbox is not everywhere, because it would slow down the site-experience. Megaphone is not a website "thing". The nearest thing for a website I can come up with must be a pop-up... I hate pop-ups.
