The delay of searching for me is 1700 seconds per use.
Is it a penalty? Does anyone else have the same problem as me?

Pretty much its not a penalty but I think that the way it is :)

You can use the Search tab right next to Market. The reason its like that is because of spam and such. Everyone has that limit :P
